Article I, Section 9, Clause 7 of the United States Constitution states:

"No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time."

This is the "Power of the Purse" clause, which Article I, Section 7, Clause 1 makes clear is exclusively held by the House of Representatives:

"All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."

Actually, there are two "powers of the purse" - to spend money or to deny its being spent.  For the US Federal Government to spend any money, one single dime on anything, three things need to happen in this order:  1) an Appropriation must be authorized and passed by the House, 2) such Appropriation must then be passed by the Senate (any differences in the House and Senate versions must be reconciled via joint agreement and passage), and finally 3) be signed into Law by the President.

A United States Air Force general is blowing the whistle on another alleged White House scandal, but few in the news media seem to be listening.

Judges 'affirmed the value of all life, including those most vulnerable of all'

A ruling from the Alabama Supreme Court has concluded that a reference in state law that prevents exposing children to dangerous chemicals also protects an unborn child.

While the decision itself is unrelated to abortion, in a court where at least one justice has advocated overturning Roe v. Wade the decision today in Ankrom v. State undoubtedly will be referenced again.

The case upheld the convictions of two women, Hope Ankrom of Coffee County and Amanda Kimbrough of Colbert County, who were prosecuted for using drugs during their pregnancies.

The state law originally was intended to prevent parents from operating meth labs around children, or allowing children to be in meth labs, and does not mention the unborn.
But the decision said “The plain meaning of the word ‘child’ in the chemical endangerment statute includes unborn children.”

Mathew Staver, founder of Liberty Counsel, a pro-life law firm that filed an amicus brief in the case, said, “In personal injury, criminal, and wills and estate law, the trend has been to recognize the unborn child as a human with legal protections, not merely a ‘potential’ human being.

The CLTP Executive Board was extremely disappointed with the outcome of Texas' House of Representative's choice of leadership on Tuesday.

Needless to say, there was a deal made and here it is:
This is a proposal by Rep. Bill Zedler (R) Arlington to amend the House Rules:

a. No Committee Chairmen could serve on the Calendars Committee. The Calendars Committee basically controls what legislation is brought up for a 'floor vote;' and
b. If a measure has 76, or more, co-authors the Calendars Committee must submit it to the House Floor for an up or down vote within 7 to 10 days. ( By the way a similar provision is in place in the U. S. House of Representatives. It is called a 'bill of petition.')
Corruption under the existing rules during the last session caused several liberty-minded bills that had broad popular support to never see the 'light of day.' Although the Anti-TSA Groping Bill did finally reach the House Floor towards the end of the 82nd General Session, it's pace, to say the least, was 'leisurely.'

These House Rules reforms are scheduled to be voted on Monday, Jan. 14th, according to a tweet sent out by the Quorum Report on Weds.
This will 'decentralize' the powers that currently reside exclusively with the House Speaker and that will 'serve as a wall' against future corruption of the legislative process.

If you want to see 'liberty-minded' legislation make it to the floor of the Texas House of Representatives, e.g. Nullification of ObamaCare, anti-sanctuary cities legislation, interposition against the TSA groping, etc., then swing into action NOW!
Immediately, contact your local Texas House Reps and insist that they vote for these changes!

How Ironic ~ Speaker Joe Straus on Retribution

I find it very ironic that Speaker Joe Straus was preaching after the last legislative session that retribution would not be tolerated in the Texas House. There was no place for it, and yet there are many Texas Conservatives who caved and requested that David Simpson withdraw from the race for Speaker because of a fear of retribution.  When you listen to the  videos below it is clear that Pat Caddell was right again.  In his speech at the “Keep Texas Strong- Speaker Showdown II” he stated that the challenge in politics today is that it is not about what is good for the American people, it is about “political arrangements.” It is abundantly clear to me that there is a great deal of political corruption in Texas politics and arrangements have been made. Early Voting Under Way in the Special Election for Texas Senate District 6

R.W. BrayDay one of the Texas Senate District 6 Special Election was astounding.  There were a total of 328 votes cast from all the early voting locations and mail-in as reported by the office of the county clerk. 

Only 288 people actually walked into a polling place on Wednesday. 40 votes were cast by mail-in.

Over the 12-day early voting period, an average of 328 votes would put the total of votes cast below 4,000! More votes are cast in races for president of the student body.

There are just under 250,000 registered voters in this district! Despite the socialist Dems flooding television with ads, this race is under the radar. Whoever is able to inform their voters and get them to the polls, will be the victor. 

There is only one conservative in the race and that is R.W. Bray. We need to rally the troops and do what we can to help R.W. Bray win this race.
