DALLAS, Dec. 29, 2010 – Because committee members and chairmen can so easily kill or water down legislation, Heritage Alliance has decided to give extra weight to the vote for Speaker of the House beginning with the 82nd Legislature.
“Currently we are deciding the best method to proceed,” Richard Ford, President of Heritage Alliance and Heritage Alliance PAC, said. “Options include weighting the Speaker vote 25-50 percent, or basing scores on the voting records of Representatives the Speaker appoints as chairmen and as members of the most critical 8-10 committees.”
The Texas House Speaker will appoint chairmen for 34 standing committees, plus any ad hoc committees, for the legislative session ending in May, 2011. The Speaker also decides which committee will receive each of the estimated 5,000+ bills filed in the session.
Committee chairmen, in turn, can decide which bills will be returned to the floor for a vote, and their governance of their respective committee determines how each bill will be altered in committee.
On Wednesday, the web site speakermandate.com announced it had collected more than 7,500 signatures of Texans calling on members of the Texas House of Representatives to elect a conservative House Speaker. The signators include 138 leaders of conservative organizations.
“In the 25 years I've been involved with the Texas Legislature, I've never seen as large a conservative coalition come together and maintain intensity for this long a period of time,” Ford added. “When 89 percent of GOP primary voters say they want a more-conservative House Speaker, the consequences of failing them should be reflected immediately in each Representative’s voting score.”
